Minority Supplier Purchases Policy
The objective of CSX Transportation is to procure its needed materials, supplies and services, including those for which contracts and subcontracts are awarded, through the competitive bidding process to the fullest extent possible. Awards are made, consistent with other corporate commitments, on the basis of three essential factors:

  • Quality and workmanship of materials.
  • Service that meets the needs of the Company.
  • Fair prices, resulting from efficient production facilities, sound engineering, and research.

Our purchasing policy is to not discriminate in selection of suppliers on the basis of any social or economic distinction, such as age, race, creed, color, sex, ancestry or national origin. This policy is the principal guide for purchases made through Purchasing and Materials, for award of contracts and subcontracts for construction or maintenance by the Operating, Engineering, and Mechanical Departments, and for the purchase of goods or services entered into by personnel in other departments.

In order to ensure that minority business enterprises have an equal opportunity to supply the required services and commodities, we have initiated a Minority Supplier Purchasing Program, under which we will:

  • Actively seek out and establish business relationships with minority suppliers.
  • Support and participate in the work of government and private organizations, which have been set up to promote purchases from minority firms.

Demonstration of our policy to promote the maintenance and growth of minority-owned enterprises under the Minority Supplier Purchasing Program will take the form of purchasing goods and services, when appropriate, providing assistance from expertise which exists within the Company in management and sales techniques in development of qualified and reliable products and services, and offering references as warranted.

Minority suppliers with whom the Company develops a business relationship are strongly encouraged to develop a broad customer base to ensure an orderly growth and business environment. Situations where the success or failure of a minority enterprise depends solely upon the business provided by the Company should be avoided.

While the Company will not give minority suppliers a preference, whereby they would have an unfair competitive advantage over other suppliers, we recognize the value of expanding our base of qualified suppliers in a competitive market place.
